[edit] Article I: Admission
Section I: Membership Eligibility
1.1) Applicants to FEAR must meet requirements established by the FEAR government in order to be considered eligible for membership.
1.2) All requirements for applicant eligibility shall be determined by the FEAR government and defined in such legislation as needed.
1.3) Application requirements shall be posted in the proper area of the FEAR forums
1.4) FEAR shall have the right to establish an oath to be taken by applicants prior to an applicant being able to join FEAR.
1.5) FEAR shall have the right to establish a special ingame alliance affiliation for applicant nations
Section II: Application Procedure
2.1) Applicants to FEAR are required to register on the FEAR forums and follow established processes for applications.
2.1.1) In the event an applicant has difficulty registering on the FEAR forums, the applicant is responsible for notifying the Director of Recruitment and requesting instructions in order to remedy the difficulty.
2.2) Once an applicant has an account on the FEAR forums, they shall be obligated to post an application following instructions outlined in the application area of the FEAR forums.
2.2.1) Failure to post an application containing the proper information may result in the application being discarded or delayed in processing.
2.2.2) FEAR government reserves the right to request additional info as needed from an applicant during the application process.
2.2.3) Applicants acknowledge that the intentional falsifying of information on an application is grounds for automatic rejection of the application. Should the falsification be discovered post-approval, then the member may be put before the FEAR court for discipline and possible expulsion from FEAR.
2.3) Approved applicants shall be required to follow post-application instructions as indicated. Failure to do so may lead to termination of FEAR membership for the nation in question.
Section III: Team Color
3.1) FEAR shall exist as a White Team alliance
3.2) Members shall be encouraged and may be provided incentives to move from other team colors to the White Team, but such a move is not mandatory
[edit] Article II: Government Structure, Duties, and Membership Hierarchy
Section I: The Orders of Governance
1.1) The Orders of Governance shall be established by the FEAR government
1.1.1) Defines the FEAR government as the Chancellor, Vice-Chancellor, and the Directors that form the Directorate of the Elite
1.2) The Orders of Governance shall be reviewed and revised at least every three months
1.3) The Orders of Governance shall detail the following information:
1.3.1) Requirements for holding government and secondary appointed positions
1.3.2) Resignation, Impeachment, and expulsion protocol
1.3.3) Voting procedures for all matters which require votes
Section II: Common Powers and Duties of Government Offices
2.1) The Chancellor, Vice-Chancellor, and members of the Directorate of the Elite shall have the administrative powers on the FEAR forums necessary for the execution of their duties.
2.2) The Chancellor, Vice-Chancellor, and members of the Directorate of the Elite shall have the authority to establish and maintain programs beneficial to the carrying out of their duties and to alliance growth, stability, and effectiveness.
Section III: The Chancellor
3.1) The Chancellor is the chief executive and highest level of authority in FEAR
3.2) Duties:
3.2.1) The Chancellor shall be the commander-in-chief of FEAR’s armed forces.
3.2.2) The Chancellor shall oversee all departments to ensure the proper and efficient running alliance matters, tasks, and programs.
3.2.3) The Chancellor shall oversee FEAR official business and work to ensure proper and efficient handling of situations.
3.3) Powers of the Office:
3.3.1) The Chancellor may issue a Declaration of War, provided he has the support of a majority vote of the Directorate of the Elite.
3.3.2) The Chancellor shall have the authority to expel members of FEAR guilty of committing rogue attacks and ingame spy missions without the need for taking the offending nation to trial first.
3.3.3) The Chancellor may add nations to the FEAR ZI list who are found guilty of committing rogue attacks, espionage, or other malicious actions against FEAR.
3.3.4) The Chancellor shall have the authority to issue a veto on any treaty or legislation passed by a vote of FEAR’s legislative body. Such vetoes must be declared within 24 hours of the passage of the measure in question, and may be overturned by a majority vote of the Directorate of the Elite.
3.4) Chancellors who leave office but remain in good standing in FEAR shall be considered Advisors to the Chancellery
3.4.1) Advisors are not government position, but may advise current government on courses of actions and other matters.
Section IV: The Vice-Chancellor
4.1) The Vice-Chancellor exists to assist the Chancellor in the performance of the duties of that office.
4.2) In the event the Chancellor becomes unavailable for a prolonged or planned period of time, or in the event of a crisis situation in which the Chancellor can not be reached to make a decision, the Vice-Chancellor shall have the authority to manage the situation with the full powers granted to the Chancellery.
4.3) If the Chancellor does not issue an approval or veto decision on a passed measure within 24 hours of its passage, the Vice-Chancellor may approve or veto the measure, but this decision must be declared within 36 hours of the initial passage of the measure. Should the Vice-Chancellor also opt not to declare a position, tacit consent is assumed and the measure is passed.
Section V: Director of Foreign Affairs
5.1) The Director of Foreign Affairs (DoFA) ensures proper diplomatic communication and ties to other alliances.
5.2) Duties:
5.2.1) The DoFA is in charge of maintaining embassies on the FEAR forums.
5.2.2) The DoFA leads the FEAR Foreign Service Office (FEAR FSO) and appoints eligible members as diplomats to other alliances.
5.2.3) The DoFA shall provide briefings to the Directorate and to the Chancellery regarding FEAR diplomatic efforts as needed or requested.
5.3) Powers of the Office:
5.3.1) The DoFA may assign and recall diplomats as needed.
5.3.2) The DoFA may draft and put forth proposed treaties for consideration to the FEAR government.
Section VI: Director of Education
6.1) The Director of Education (DoE) ensures the members of FEAR are knowledgeable in matters necessary for success and enjoyable involvement in FEAR and CyberNations.
6.2) Duties:
6.2.1) The DoE is responsible for maintaining the FEAR academy.
6.2.2) The DoE is in charge of maintaining and arranging for the drafting of guides and other educational materials for the members of FEAR.
6.3) Powers of the Office:
6.3.1) The DoE may make changes to the FEAR academy as needed.
6.3.2) The DoE has the authority to establish methods of testing the knowledge of FEAR members in curriculum subjects of the academy.
Section VII: Director of Finances
7.1) The Director of Finances (DoF) ensures the efficient functioning of FEAR economic matters.
7.2) Duties:
7.2.1) The DoF shall develop, organize, implement, and track aid and economic programs.
7.2.2) The DoF shall keep a log of all aid transactions of which a member of FEAR is a party to.
7.2.3) The DoF shall be on the lookout for suspicious aid transactions and potential aid fraud.
7.3) The DoF may regulate the flow of aid provided by FEAR’s economic programs in order to ensure effective distribution or to mitigate potential fraud.
Section VIII: Director of Defense
8.1) The Director of Defense (DoD) shall ensure the effectiveness and organization of FEAR’s armed forces.
8.2) Duties:
8.2.1) The DoD shall keep a record of all wars in which a member of FEAR is a party to.
8.2.2) The DoD shall be responsible for the activation of the FEAR armed forces in response to rogues and other military threats.
8.3) Powers of the Office:
8.3.1) In the event that the Directorate of the Elite approves a Declaration of War, the DoD may post the declaration on the CN forums in the event the Chancellor or Vice-Chancellor opt not to.
8.3.2) The DoD may activate member nations for military service against rogues and other threats.
8.3.3) The DoD shall have the authority to appoint military officers to assist in the organization and running of FEAR’s armed forces.
8.3.4) The DoD may add to the FEAR ZI list nations that commit rogue actions against FEAR.
Section IX: Director of Recruitment
9.1) The Director of Recruitment (DoR) is in charge of recruiting new members into FEAR.
9.2) Duties:
9.2.1) The DoR shall be responsible for the organization and execution of recruitment efforts.
9.2.2) The DoR shall be responsible for processing applications for FEAR membership, and shall assist in background checks as needed.
9.3) The DoR may establish drives, incentives, and other methods to improve recruitment.
Section X: Assistant Directors
10.1) Appointment:
10.1.1) All Directors shall have the ability to appoint a single member of the Elite Assembly (EA) to serve as an Assistant Director (AD) in their department.
10.1.2) When FEAR reaches 150 members, and then for every 100 members beyond that, Directors may request the Chancellor allow them to appoint an additional AD.
10.2) Assistant Directors are allowed to assist in the operations of their appointed departments.
10.3) Assistant Directors do not have the government authority to make significant government/department decisions, nor do Assistant Directors receive voting power in Directorate level votes.
Section XI: Elite Assembly
11.1) The Elite Assembly (EA) constitutes the legislative body of FEAR.
11.2) Requirements for entrance into the EA shall be determined in the Orders of Governance.
11.3) The EA shall have the power to vote on treaties and legislation.
11.4) Members of the EA in good standing shall have the ability to run for elected offices and serve in appointed positions.
Section XII: Companions and Fearlings
12.1) Fearlings are FEAR members who have not graduated from the FEAR Academy.
12.1.1) Fearlings are entitled to protection and other general rights associated with membership.
12.1.2) Fearlings may not vote in government elections.
12.2) Companions are FEAR members who have completed the academy, but have not met the requirements for entrance into the EA.
12.2.1) Companions possess all rights possessed by Fearlings.
12.2.2) Companions may vote in Government elections.
[edit] Article III: Warfare
Section I: Alliance Warfare
1.1) FEAR shall be able to issue a Declaration of War (DoW) against a foreign alliance or organization under the following conditions:
1.1.1) The activation of a treaty FEAR holds in accordance to the procedures outlined within that treaty.
1.1.2) A majority vote by the Directorate of the Elite, Chancellor, and Vice-Chancellor approving a DoW.
1.2) A DoW becomes official by meeting the requirements above and the posting of the declaration on the CyberNations forums by the Chancellor, Vice-Chancellor, or DoD.
1.3) If FEAR enters war, FEAR members are considered obligated to participate and follow orders given to them by FEAR military officials and government.
1.3.1) Failure to do so may result in reprimand or dismissal from FEAR, and possible consequences thereof.
1.4) Leaving FEAR during a time of war shall be considered desertion.
1.4.1) Deserters may be barred future return to FEAR.
1.4.2) Nations leaving FEAR in order to evade obeying a direct order can be recommended by FEAR military and government staff for addition to the FEAR ZI list.
Section II: Individual Warfare
2.1) FEAR members may engage in warfare against other nations so long as they follow all guidelines established in FEAR’s charter, laws, and military doctrines.
Section III: Nuclear Policy
3.1) FEAR members may only use nuclear weapons with authorization to do so by the DoD, Vice-Chancellor, or Chancellor.
Section IV: Espionage Policy
4.1) Giving information available only to members of FEAR to outside individuals or groups without clearance from the Directorate of the Elite may be put on trial for treason and sentenced to permanent ZI.
4.2) FEAR members shall not commit acts of espionage against other alliances.
4.2.1) FEAR members suspected of committing such acts may be placed on trial, and sentenced up to permanent ZI if found guilty.
4.3) FEAR members may only launch ingame spy attacks against a nation if at war with that nation or if a declared state of war exists between FEAR and the target’s alliance.
4.4) Nations caught launching ingame spy attacks against FEAR shall be treated as rogue attacks on FEAR.
4.4.1) If it is determined that an alliance government is responsible or knowledgeable of attempts to launch spy attacks against FEAR or its members, then the action may be considered an act of war.
[edit] Article IV: The FEAR Court
1.1) The FEAR Court shall be responsible for carrying out trials against nations in violation of FEAR’s charter and laws.
1.2) FEAR Court procedures and structures shall be established by the legislative body of FEAR within 40 days of the ratification of this document.
[edit] Article V: Amendments to the Charter
1.1) Amendments to this document may be made by a 2/3 majority vote of the legislative body of FEAR and a majority vote of the FEAR government.

11/13/2007: Due to the resignation of Bladegolem47 announced on 11/11, Turetal (then serving as the Vice-Chanceller) is appointed Chancellor of FEAR. Lord Boris was givin the Vice-Chanceller position. Lartize, who was the Assistant Director of Defense, is then promoted to the full DoD position.
11/11/2007: Bladegolem47 announces his resignation from the Chancellor position. It is simultaneously that he will be taking a newly created advisory position.

The purpose of this shop is to aid the lower strength nations in FEAR, and help the stronger nations in Cyber Nations get cheap technology. Lower strength people sell tech and make a nice profit. Middlemen are provided through the FEAR Tech Store. Any one can purchase Tech from the FEAR Tech Store weather they are a FEAR Member or not. The Highest amount of tech one dealer can sell at a time to one person is 100 Tech levels. The lowest amount of tech we will sell is 50 levels. The prices to purchase tech are listed below.

Money paid to dealer: $1,500,000 for 50 or $3,000,000 for 100.
Middleman commission: $100,000.

The Unjust War: FEAR fought on the side of ~ during The Unjust War and declared against Global Order of Darkness.
LSF: FEAR, acting on a request for activation of the assistance clause of their Treaty of Amity with Norden Verein, declared war on Libertarian Socialist Federation at 11:51 pm (CN server time) on October 1, 2007. Peace has been declared for LSF and FEAR is no longer fighting them.
